CRACVDOWN PLAN ON TEJNAGE CRIMINALS
Kenneth Clarke has said he will
crack down on teenagets who
persistently re-offend.
The Home Secretary says the courts
need mori power to deal with the
increasingy number of youngsters
getting out of control.
One solution under consideration is
a plan to replace Borstals with
secure education centres.
He also said the Government was
making an extra £180m available
over the next tXree years to the
victims of crime.
